| Description | The Burlusts and the Thoraxians are declaring opportunistic wars against each other because they see targets with no fleets. Apparently it doesn't matter that they have no fleets to strike out at their enemies with. The Burlusts in this save actually get an armada in not too long, but I guess their AI decides it would be wiser to hold it to defend with rather than go on the attack with it. | ||||

It happened to me today, on patch 1.012. Load up the save and you'll even see the notification where the Burlusts and Thoraxians both declared opportunistic wars, sans fleets. |

Thanks! * Races will no longer attack critically-weak planets, or do attacks of opportunity, if they are already involved in a war, or if their number of armadas is too low to also defend their own planets at the same time. |
