Summary0015087: Collateral Damage can EASILY make NOT taking a mission preferable to winning it
DescriptionThe related ticket below contains an incident where fighting off a splinter group actually did MORE damage to the planet I was trying to protect than letting it run its course would have. There's already too few tactical mission opportunities, so disencentivising the few that exist is a real problem. In short, the reprecussions of taking a mission need to not ever exceed the reprcussions of NOT taking a mission (unless a proportional reward is offered to make the gamble worth while.) In the related ticket's case, at least, it is not.

I also rarely take on Defend against Splinter Factions in the early game. Partly this is due to me playing on Misery, where it's much harder to kill the enemy before they destroy the RCI buildings. I just don't want to risk that race getting -30 Environmental and having their planet compatibility drop to 0.4.

Incidentally, this makes Splinter Factions easily the worst event in the early game, because the affected race loses their entire fleet every time. This makes them intensely vulnerable, but I'd still prefer to kill future attackers rather than fight the Splinter Factions.

In the late game though, when races tend to have highly positive RCI values already, I'll totally do it.

* Defending against splinter factions now only ever happens in high orbit, so that there are no civilian buildings that the pirates might accidentally destroy.
