Summary0015149: Splinter factions totally OP
Description
In the attached save slot, I have eight months remaining on a research contract with the Peltians. They happen to be the second strongest spacefaring race in terms of power level and number of armadas, but the splinter factions event which has just started will reduce them to zero within eight months.

This is particularly annoying, because if the event happens while you're tending to something else, not only is the race's space navy wiped out, but you can't engage the splinter factions and end the event until there's a defending navy -- the action to attack the splinter factions is red for a planet without any ships. Which means you have to watch the planet carefully and pause the game as soon as a defender pops out, before it gets killed by the splinter factions (which usually happens pretty quickly).

Obviously, being without a navy for an extended period of time presumably makes "attack of opportunity" CB quite likely to trigger and succeed.

Not only is the splinters' overpowered from a gameplay perspective, they raise a lot of role-playing questions as well. Who exactly are these guys that can totally dominate one of the strongest space powers? Why is even the Hydral afraid to engage them on his own? The splinter faction's behavior (at least in broad outline) should match some plausible motivation.

As to the splinters' motivation: Grinding down all the defender's spaceships doesn't seem like it would be the end goal of the splinter faction.

The most logical next step in the plan would be orbital bombardment or a ground invasion to take the planet for themselves, or using threats of the above to force the planet's government to accommodate the splinters' agenda.

Whatever the splinters' master plan is, it doesn't seem to matter if some opportunist Burlusts/Thoraxians/Acutians try to take advantage of the situation -- the splinters just stand aside and let the invaders do whatever they want. If the splinters are rebels who want to leave the planet more or less intact, but are merely seeking to take control of the government or force the government to give in to their demands at gunpoint, you'd think they'd defend the planet from invasion.

If the splinters wanted the planet for themselves, standing aside from the opportunist makes sense -- as long as the victim is still alive and able to weaken or draw fire from the opportunist.

Or maybe destroying spaceships *is* the splinters' goal. Maybe they are Luddites that long for some lost low-tech golden age before spacefaring. Maybe they follow the ideals of the dead (except for you) Hydral race and believe that only the Hydrals should have space technology. Maybe they've been brainwashed by ancient Hydral mind control artifacts into destroying all non-Hydral spaceships.

well I see you got 8 whole months for solving a Defend Splinters mission but you didn't do it that cause all the planet ships destory,yes I think you just miss the chance to clear those Splinters

1, this event can be evade ,I guess your planet got negative public order
2, this event can be solve just after its happened
3,These Splinters faction will help you defend the planet while they present

I guess,they are some organization for anti-expanding

Another very important reason why splinter factions are OP:

Even if you take the "destroy splinter factions" mission, the race's Armadas are *still* very likely to be destroyed in the battle! Not only that, but the race will lose some orbital buildings and their RCI's will plummet.

So there is not really a way to stop the race becoming defenseless. The only advantage of taking on the Splinter Factions is the credit gain and the fact that the race can start rebuilding right away.

For 1.021:

* The splinter faction attack event no longer does silent damage to the power of local armadas, but instead spawns (or enlarges) a pirate fleet attacking the planet, that then follows normal rules.
