Summary	0016542: Social progress and science are inconsistent on HUD
Description	The three social progress indicators on the HUD show the number of turns until the next level. The science indicator shows the per-turn science income instead, but the turns until the next tech is complete would probably be more useful. (Also, the science indicator currently has no tooltip.)

This makes it similar to the social progress indicators nearby. Thanks :)
